You may be unsure if you should be making a safeguarding referral.
In an emergency, or if you believe a crime has been committed, call 999 for the police or other emergency service. These safeguarding forms are processed during normal office hours. Check the flow chart to decide who to contact about safeguarding concerns.
Are you worried about someone you know, or do you suspect abuse? Use the following referral criteria to help.
- an adult over the age of 18 years
- with needs for care and support (whether or not Wiltshire Council is meeting any of those needs)
- experiencing, or is at risk of, abuse or neglect, and
- as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it.
If yes, act now - complete the online form or contact us on 0300 456 0111.
The form should only be used when abuse of an adult in need of care and support has been discovered, suspected or disclosed. Completing this form will take about 15 minutes.
As a health or social care professional, please follow your organisation’s Safeguarding policy and seek guidance from your organisation’s Safeguarding Lead about making a referral.

To refer an adult for safeguarding using our online report form you will need the following information to hand:
- Information about the person being referred
- Your details
- Information about your concerns
- Details of the person alleged to have caused the harm
If you do not have all this to hand, you might not be able to complete the online form.
We treat all information that we receive with sensitivity and confidentiality.
After you submit the form you will receive confirmation that the form has been received.
If you do not receive this confirmation then please contact us on 0300 456 0111, as it is likely your form has not sent successfully.
Once we have reviewed your referral we may contact you via the details you have submitted. Due to confidentiality, please be aware we may not provide you with full details of a safeguarding investigation while it is in progress.
